ChemNavigator Service Fees
DATA MANAGEMENT
CHEMISTRY PROCUREMENT SERVICE FEES
- ChemNavigator’s Chemistry Procurement Service is available for
compounds located within the iResearch Library
NIH investigators can only use the service to procure items found
as a result of a specific iResearch library search. Compounds
found through other sources must be procured using normal government/NIH
procurement methods - this contract cannot be used as a justification
for sole source if the items were not found as a result of an
iResearch
database search. This could also be viewed as circumventing normal
NIH purchasing channels.
- The service is not limited to screening
compounds, but includes a wide range of samples including screening
compounds, fine chemicals, and
biochemicals.
SAMPLE PROCUREMENT
- The government shall identify the sample of interest and the
supplier source.
- ChemNavigator shall use the data supplied by the government
to confirm
availability, price, and delivery and will provide a quote for the
government’s
approval.
- Upon approval of the quote, ChemNavigator shall place
orders with the suppliers, receive delivery of the samples, and create a consolidated
shipment to the government.
- The government shall place an order for services
using the government purchase card, or by separate purchase order.
- ChemNavigator shall purchase this sample on behalf of the government
- When
the supplier provides structure data, ChemNavigator shall create
a consolidated registration file for the shipment. (If the supplier
does not provide structure data, ChemNavigator shall only sketch the structure
if the government has specifically ordered the procurement
service).
DEFINITIONS AND FEE STRUCTURE
The following fees associated with the services listed below are applicable
to all orders placed by NIH researchers. The cost for compounds shall be
based on the quotes provided to NIH researchers from ChemNavigator. All other
fees, including compound costs, shipping charges, and taxes are in addition
to these fees and shall be quoted to NIH Researchers at the time the order
is placed. The U.S. Government is tax-exempt. NIH Researchers are responsible
for processing all actions for these services separately and determining
the exact costs prior to issuing placing the order.
- Standard Procurement Fee
- $15 per sample or 20% of sample cost (whichever is greater)
Charged for each sample that ChemNavigator procures for the government
for orders up to 200 samples.
- NOTE: For orders over 200 samples, procurement fees are quoted
on a project basis.
- Delivery in Government-Provided Vials Fee
- $5 per sample
The government can elect to have samples delivered in their vials
or plates. In cases where this request is made, an additional
fee per sample
will be applied. This fee is charged for each sample that ChemNavigator
procures for the government for orders up to 200 samples.
- NOTE: For orders over 200 samples, delivery in Government-Provided
Vial fees is quoted on a project basis.
- Minimum Procurement Fee (Fee: $100)
If the Standard Procurement Fee for the number of samples being procured
does not exceed $100, a minimum Procurement Fee of $100 will be charged.
NIH Researchers are encouraged to procure samples directly from the supplier.
However, ChemNav. Procurement service allows the convenient purchase of compounds
originating from multiple suppliers from any vendor around the world through
the submission of a single order.
SAMPLE SOURCING (Fee $100 per hour)
ChemNavigator shall provide the government the capability to research commercial
sources for a wide range of chemistry using sample structure or sample name.
ChemNavigator shall use internal databases as well as external sources and
suppliers. Any time the government does not specify the supplier source for
a sample and requests that ChemNavigator locate a single or multiple sources
for a sample, the Sourcing Fee will apply. NIH Researchers should NOT be
requesting a sample that is not a result of a search in the iResearch Library. Procurement of samples shall only be made for samples identified through
the iResearch Library.
After completing the sourcing process, the Sourcing Fee will be invoiced and
the sourcing data provided to the government. The government can then elect
whether to purchase the samples directly from the supplier sources or use
ChemNavigatgor’s service to procure the samples (see Sample Procurement
above).
OTHER AVAILABLE SERVICES
The following services are available if required for a specific project.
- Sample Transfer Fee ($20 per sample)
If the supplier cannot meet a request to provide samples in a government-provided
vials or plates, ChemNavigator can arrange to have the required quantity
transferred to a government-provided vial after receiving the sample. An
additional fee will be charge for this service above the Procurement fee
(Note: when the Sample Transfer Fee is charged, the Delivery in Government-provided
Vials Fee will not be applied). The Sample Transfer Fee reflects the standard
per sample rate for samples in dry powder state. This fee may vary based
on sample state and overall number of samples that will be transferred. This
fee applies only to samples that require transfer after shipment from the
supplier.
- Structure Research and Sketching Fee ($10 per sample)
If neither the government nor the supplier has provided a chemical structure,
and a structure is required either for sourcing or the creation of a registration
file, ChemNavigator shall research and sketch the sample structure only after
issuance of government purchase order or purchase card order. Any sketched
structures will be charged provided to the government whether or not the
sample is procured.
- Fees Associated with Controlled Substances and Compounds Requiring Special
Handling
If ChemNavigator determines that any of the desired compounds are DEA controlled
substances or require special shipping and handling (for example, toxic substances
or dry ice shipments), special processes may be required to procure the compound
on behalf of the government. ChemNavigator shall notify the government and
provide the estimated costs as part of the quotation for the government’s
approval. All orders for DEA controlled substances shall be processed
by the NIH Veterinary Resources Program Pharmacy, ORS/DIRS in accordance
with NIH Manual Chapter 1345 (http://vrp.od.nih.gov/pharmacy.htm).

OTHER COSTS
- Sample Cost (Fee: Cost of goods)
The government will be charged the
cost of goods for each sample purchased on their behalf. ChemNavigator
shall work to identify the least expensive
source for all samples while meeting the government’s minimum quality
constraints and delivery timeframe. The government will receive,
review, and approve a detailed quotation for each order prior to
any order being placed and may eliminate any sample from the order prior to
placing
an order
on the government purchase card and/or government purchase order.
- Shipping Charges and Taxes (Fee: Based on actual charges)
Shipping charges include all shipping charges from suppliers to ChemNavigator
and from ChemNavigator to the government.
These charges will also include any duties or VAT charges. If delivery
in government-provided vials or plates is required, shipment of vials from
ChemNavigator to suppliers will also be included.
PAYMENT TERMS
All payment will be made in United States dollars by separately issued
orders placed on government purchase card or a separately issued purchase
order.
- ChemNavigator shall not order any samples or proceed with any project
unless the government has placed the order on a government card or
has issued a separate purchase order. All orders placed shall be
based on firm price
quote provided by ChemNavigator. Payment for all orders shall be
made upon inspection and acceptance by government personnel.
- As samples
are shipped to the government, sample cost, shipping charges,
and associated ChemNavigator Fees will be invoiced to the government (this
includes Procurement Fees, and if applicable, the following fees: Delivery
in government-provided Vial Fees, Sample Transfer Fees, and Special Handling
Fees).
In addition, for credit card orders, the actual processing fee charged
to ChemNavigator by VISA, MasterCard, American Express, and wire transfer
fees would be invoiced to the government.
